Disability degree – questions and answers

You set the disability degree in the employee profile, in the "Working hours" tab — and Proplanum applies the reduced working time norm itself. Below we have gathered the questions that come up most often when combining a certificate with work systems, the medical norm and leave requests.


How do the four degrees differ?


From the point of view of the calculations only two thresholds matter:


  • "None" and "Light" — the norms are unchanged: 8 hours a day, an average of 40 hours a week. You record the light degree in the system for the sake of the documentation, but it does not affect working time.
  • "Moderate" and "Severe" — a reduced norm: 7 hours a day and 35 hours a week (article 15(2) of the rehabilitation act). Both degrees work identically in the system.


Remember: The moderate/severe distinction matters for HR and for the certificate itself, but in Proplanum it gives the same result in hours. Enter the degree that matches the certificate, not the more "convenient" one.


Does the reduced norm work in the equivalent system?


Yes — and that is the most important difference from the medical norm. The 7-hour ceiling is applied after the work system rules, so it also holds in the equivalent system (12h, 16h, 24h), the weekend one and continuous operation. The act provides no exception for those systems of the kind that exists for the medical norm.


In practice that means that for an employee with a moderate or severe degree in the 12h equivalent system, a scheduled shift longer than 7 hours will raise a labour code warning, and the hours beyond 7 will go into daily overtime.


Caution: This is always a warning, never a hard block. The act allows exceptions (article 16 — a doctor's consent or the kind of work) which the system does not model. If the employee has such a document, you can schedule a longer shift despite the warning.


What if the employee also has the 7:35 medical norm?


The lower norm wins, that is the 7 hours from the certificate. The medical norm is 7 hours 35 minutes, so with a moderate or severe degree it makes no difference — the system will count 7 hours a day anyway.


You do not have to clear anything: both options can stay switched on and Proplanum will pick the one more favourable to the employee.


What about a location with a working day shorter than 7 hours?


The 7-hour ceiling never raises the working day. If a shorter daily norm applies in the request settings, for example 6 hours, then a request will still use up 6 hours — not 7.


The rule is simple: a certificate can only lower the working day.


Does changing the degree recalculate earlier requests?


No. Every request remembers the norm from the day it was submitted and does not change it afterwards. Thanks to that, recording a certificate during the year:


  • does not recalculate approved leave retroactively,
  • does not take days out of the employee's allowance that they used earlier,
  • does not change the hours in the records or in exports for closed months.


The reduced norm applies from that moment forwards — for requests submitted after the degree has been saved.


Where do the 10 days of extra leave come from?


A moderate or severe degree gives the right to 10 days of extra leave (article 19(1) of the rehabilitation act), unless the employee already has more than 26 days on another basis (paragraph 2).


Important: Proplanum does not add those days automatically — it only shows a reminder in the employee's "Requests" tab. You raise the allowance by hand, changing the limit for the relevant request type. See Request limits.


What is the certificate presentation date for?


For record keeping only — you note in it the day the employee handed the document in. The field is optional and no calculation uses it: the reduced norm applies from the moment the degree is saved, whether or not you fill the date in.


Once you change the degree to "None" the date clears by itself, so no trace of an out-of-date certificate stays in the profile.


Who can set the degree?


The "Working hours" tab is visible and editable solely to the Location Manager, the Advisor and the Organisation Administrator. Neither the Manager nor the employee themselves has access to it — a disability degree is health data and is specially protected (article 9 GDPR).


Can the degree be set for a group?


Yes — through an employment template. In the template you turn the "The template sets the disability degree" option on and pick the value the template is to assign.


Remember: When that option is off, loading the template does not touch the degree saved for the employee. That is a safeguard against accidentally stripping the certificates from a whole group while updating other terms in bulk.


Where does the reduced norm show up?


The reduced norm applies everywhere the system counts working time:


  • the monthly nominal hours — the basis for settlement and for the hourly rate,
  • leave requests — converting days into hours,
  • overtime — the daily and weekly threshold,
  • labour code checks — the warnings while laying out the schedule,
  • records and HR/payroll exports.
